I guess I will go with a strict reading of the requirements. There is
nothing in there about the camping needing to be with the troop. So
long as they have pitched the tent (or they slept out under the stars),
then it is camping experience. As a counselor, I might ask what they
learned on non-scouting experiences that might be different than their
OTOH, as a SM, I can only verify those nights which have been with our
troop. If there are other camping experiences then the boy will have to
satisfy the counselor that he has met the requirement.
(PS: The camping does have to have occurred while the boy was registered
as a Boy Scout, so Webelos camping wouldn't count.)
