Ira asks a followup from the present "dismissing a SM" string:

registered as the Scoutmaster also, which is what Ira is talking
about. The reference to this is found in several places, among
them the Troop Committee Guidebook, the Charter and Bylaws of the
Simple. The head of the Chartering Organization *still* has the
right to fire him.
But Ira, a PATCH does NOT make a person the Scoutmaster!! Check out
that charter and see who IS registered as the Scoutmaster. The
current BSA membership/chartering software won't let the same
person (same name, that is) appear as BOTH SM and CR. The
Council's Registar will get a copy of the "uh-oh!!" and report it
to that District's Executive and to the Council as well in his or
her monthly "rollups"....now, if "Johnny" and "Rocky" Rivers appear
as SM and CR, what this person has done is "slick" and should
DEFINATELY be reported to the Council's Registar.
Get a copy of the charter. Take a look at it, and see who is being
reported as SM and who as CR. If it's the SAME person......
