I understand that there are different procedures in different councils.
That is exactly my point. Tom's post implied that the procedure being
used in Pittsburgh is THE procedure (read: the correct procedure). I
don't believe that to be the case. Each council has to decide what is the
best notification/presentation method in their own circumstances.
