What procedure? My understanding is that the procedure for notification is
left to the council. We notify recipients in advance. That was not so when
I received the Beaver. However, when I showed up for the dinner and my
parents were there I knew immediately. So what was the big surprise.
Also, sometimes finding out about something meaningful in your life quietly
and privately from someone close to you can be far more meaningful than
finding out in a room full of people where you really are not free to react.
