One of the big reasons that Tigers were separate units initially was to
limit their involvment. Tigers that are in TOO aggressive a program
risk early saturation, finding out that they have done all that Scouting
has to offer before they get the real life's lessons that Boy Scouting
has to offer.
What positive are you offering a Tiger by letting them earn a Belt
Loop? He can't do the sport well enough to appreciate it and he will
earn them all before he's a Bear. The program is limited for a reason,
don't add too much, because in the end you are taking away.
