The only instance where I would consider a BOR failing a boy for Scout
Spirit is when parents and an ASM or two come to the Advancement Chair with
concerns that the boy's Scout Spirit is nowhere near where it should be.
When questioned, if the boy fails, he fails. His attitude will usually show!
On the issue of a BOR failing a boy for not knowing the Heimlich; well, I
would fail that BOR for not knowing their job. Tell 'em to read the book!
