Tiger Belt Loops?? Yellow Cub Woodbadge Shirt??

In talking with a Scouter friend who was hoping to do Cub Woodbadge in our
Council this summer, she related that they would be REQUIRED to wear not
Khaki, but the YELLOW blouse for Cub Woodbadge. Is this correct? As it
turns out, financially she won't be able to go, but this could create a
greater hardship for some Scouters if they are a Webelos DL or on the
committee and wear Khaki.
She also related to me that the Tigers, if recruited in May, can go to Cub
Day Camp as Tigers. That seems OK to me. She also stated they would earn
Belt Loops. That doesn't seem correct to me. Did this change this year
with the new Tiger Program? Can the Tigers earn Belt Loops? I think
we've talked about this before and had said they COULD NOT because this is
a Cub Award. She believes this is a Council decision and it can be done.
Is this a National policy? And can the Council (or District) override
this? Chapter and verse please - she's not going to believe me and the
Internet over the Council (District) Training staff. And they've not
always been right themselves. I told her I'd let her know what I find
