I see this issue being different at the Cub and Scout levels. Written
notes for the Cubs to take home makes sence.
For the Scouts however teaching communication is probably one of the most
difficult yet important things we can do. If I need to "annouce"
something I call the SPL who in turn calls his assistants who in turn
call the Patrol Leaders and on down until every boy has been contacted.
When the sysyem fails it's fairly simple to find out at what level and a
brief Scoutmaster conference with the individual(s) usually reinforces
the importance of the system. Remember they don't learn if we don't
permit them to fail. However they also don't learn if we don't follow up
on the failure.
