Actually, the council doesn't want the passwords at all. There's nothing
in the rules requiring anyone to supply the council with their passwords
and the application form for council approved status doesn't request this
information. This rule was simply put in place to allow any web site the
opportunity to work with the webmaster if they so choose without any
