Well, why discourage the kids from earning something? Why should they

I don't think the B&G *has* to be a time to award the boys their rank, but
rather a time to recognize them for what they've done. Give them a little
public pat on the back and maybe surprise them with something nice. They're
expecting the awards they've earned; why not give them something above and
beyond at the B&G that they're not expecting. That will sure make an impact
on them and encourage them to continue.
For example, all of our 2nd year Webelos had already received their AOL
before the B&G. So the DL presented each boy with a "Career Arrow" at the
B&G which highlighted all of their Scouting acheivements: Tiger, Bobcat,
Wolf, Bear, Webelos. Each one was different and customized for the
individual. This honor will be as charished - if not more than - the ranks
