Locally we have a person who makes wood shaft arrows for Cub Scouts
in his spare time and donates them to packs. I don't know where he gets
his shafts but I imagine an archery supply store would be able to find a
source. We are lucky because this person donates the arrows to packs
as well as selling larger quantities to the district. You might ask
