To the best of my knowledge, this is true. You can work on an award in
more than one division at a time.

The COR is a member of the District Committee (voting at that) and is
eligible for the Scouters Key at that level. They are not a member of the
pack committee unless they also register at another position. When Tiger
Cubs first started, the position of Tiger Cub Coach (Coordinator) was a
committee function. With the recent changes to the Tiger Cub program I
believe that they are more of a Den Leader type position.
