I too have a troop of approx. 20 scouts and in my troop when a scout is going
to celebrate his 18th birthday during the scouting year, i make him a jr. ASM.
he still has a leadership position if he need it for eagle and makes room for a
younger scout to be the SPL. I can then steer him to think of training as an
adult in the spring when our council has Scoutmastership Fundamentals. This is
my way of encouraging a continued commitment to scouting.
