Steve, you have brought a good point about GS council training being
different from one to the next. I have the same problem, because I work
with several GS leaders from the adjacent council and their council
won't accept my training and my council won't accept theirs. Talk about
shooting yourself in the foot.
On a brighter note, in GSCNC (Girl Scout Council of the Nations
Capital), they apparantly have someone relatively new in council who
volunteers as a BSA scouter and she has agreed that if a leader has
completed SMF, then they only need to take the Advance Camping Refresher
course. This saved me many days of duplicate training and allowed me to
take the girls camping sooner. Maybe you can convince someone in your
council to do the same.

I am a father and Boy Scout leader who has just registered as a Girl
leader. My wife and I are in the process of getting me caught up to her
GS training so that we can both be GS backpacking trained (there is
our district to take girls backpacking). We are anticapating some
glaces and snubbing by other GS leaders who will be suspisious of a male
