Just thought I'd add this excerpt from the Boy Scout Handbook to the
"The highest special award in Scouting is the gold Honor Medal for
saving life. It is given to Scouts and Scouters who show
heroism,resourcefulness and skil by saving or trying to save life at great
risk to their own."
A Scout is brave. Scouting recognizes that there are times, when a life
is in danger, that a Scout forgets the rules of safe Scouting.
From the information given, that boy acted in the highest tradition of
heroism in or out of Scouting.
