I've been involved in both programs. In many ways, the GS program seems
to work better for the younger Scouts (Cub Age), and less well from about
6th grade up, where attrition is high.
In large part this results, IMHO, from the fact that few GS troops use the
patrol method, and most are arranged along "single grade in school" lines.
Neither of these limitations is intrinsic to the program - they both come
from program implementation decisions.
Other difficulties come from the inordinate amount of "training" and
limited activities which are currently permitted for the older girl
Many of the older girl (senior) troops I know survive because they either
1) ignore some GSUSA or council rules or 2) exist also as an Exploring
Post. The latter has proven to be a very useful tool for my daughter's
troop, and is a much more fruitful avenue to consider than merger. I
don't much like monopolies anyway!
