When a Scout in our Troop is approved by the District Eagle Board, I send the
paperwork to the Council office. It is then sent to the National office and
usually takes 4 to 6 weeks to be turned around and back in my hands. I tell
the Scout to start planning his Eagle COH with his parents and let me know
when it will be, but to allow at least 6 weeks. My son was approved for Eagle
on July 30, 1996 and was given the same instructions as any other Scout in
our Troop. He did not know when the packet came back, and I would not tell
him if I did or did not have it. He finally told his mother and me where he
wanted to have his Eagle COH and we all started planning it (allowing 6 weeks
from when he told us where he wanted it held). He finally had his Eagle Award
Ceremony on October 12, 1996. Though this may seem like a long time between
being approved and being awarded the rank, he had no one to blame for the
delay but himself. I actually had the Eagle kit, the letters, and all the
other goodies within 4 weeks of approval.
I personally don't believe in delaying presentation of advancement awards,
but you can't award the rank until you have confirmation that the Scout has
been approved for the rank. Final confirmation only comes when you have the
badge and proper documentation in your hand. All other advancement in our
Troop is awarded as soon as possible after it is received from the Council,
and then the Scouts are recognized again at the quarterly COH. But the Eagle
is special. In my opinion, since only 2 of 100 Scouts ever earn Eagle, a
"special service" is justified.
