As a person who reviews and approves projects for the District, I tell the
units that an Eagle project should through its scope be something no one
person can do by himself, and should be something requiring a real team
effort; indeed the young man might best not lift a finger himself, he's so
busy orchestrating others. After all we are pushing for a demonstration of
leadership, not a demonstration of willingness to work.
