When I became the Adv. Chmn. for our troop, the situation was much like
you described, a chinese fire drill with Scouts trying to get SM
conferences, BOR's and MB's done so that they could get there awards
at the COH.
What we came up with to try and fix that is scheduling the last meeting
of the monthas an "Advancement Night". The SM clears his book in order
to be available for just conferences, MB counselers come and use
various classrooms in the church to meet with all boys that they are
counseling and to sign off on requirements. We've found that the boys
actually like having these small group MB classes, gives them a different
spin on things. We also instituted a policy of having the boys schedule
their BOR a week in advance, it makes them commit to a date and I can
make sure I have enough adults on hand. the guys seem to enjoy having
a set schedule and it helps us keep what little sanity we have left.
