We have a portion of our troop account which is incumbered for use by
Scouts who have money in their "Scout Account". Scouts can deposit money
into their accounts by working on troop fundraisers. We track the money
in each account. The only real guidline we have is that since the money was
earned through Scouting, it must be used for Scouting.

Scouts can use their Scout Account money for dues, uniform, campouts,
summer camp, high adventure, or equipment for Scouting.

He's already earned the money, it's his to use within the Scouting program.
On occasion we have had new Scouts join late in the spring who have not had
the opportunity to earn money through fundraisers, in that case we would
consider a scholarship.
We once had a boy of extreme financial need. The church set up a special
fund for him (up to $500). He never touched a dime of it, he was totally
self sufficient through the money he earned through troop fundraising and
his Scout Account.
