I would offer a different slant on this, Jonah, for I've *seen* and *worked
many 13, 14 and 15 year old girls on joint Boy Scout/Girl Scouting camping
While it's true that some boys are in the "raging hormones" stage, you also
have some girls whom are developed more than their peers and "are waiting
for the chance".
The *KEY* here, is adult and youth leadership and having a program. If you
don't have a program, *those participants* will *develop* one for you...and it
may not be one you'd want to place your name upon. So insure that from
start to end, there's a planned program (developed jointly but with their
lead) on the outdoor event.
Of course, a single 13-year old CANNOT go by herself. She's going to have
to convince some other 13-15 year old to come along with her (she can't
sleep by herself, you know!), as well as convincing a couple of adult
females to come along
with them to "be there for them".
So, if he's willing to have her along, he's also willing to insure that the
youth leadership/mentorship is there with her. Just because he's her parent
resolve the potential conflict which *may* arise.

Just because *another Council* may have condoned her attendance, doesn't
mean that YOUR Council will....each and every local Council works together
but independently of every other local Council. He needs to know that
specificially YOU won't allow it unless the conditions you set are met.
Youth protection exists for the youth we serve....as well as ourselves!
