This procedure will be rejected by National if the Scout reaches Eagle.
We had a candidate in my District whose Eagle application was turned down
by National when they noticed a Merit Badge was awarded before he became a
Cub Scouts may NOT earn merit badges. They are for the Boy Scout program
ONLY. It would be up to the merit badge counselor whether he accepted work
completed before the young man became a Boy Scout.
