You can get ahold of double-elimination tournament charts used for softball
tournaments, etc. Copy the forms you think you will need, then when you have
all your participants registered you can pick out the chart that fits. You
may want to check with local beer distributors and taverns that typically
sponsor these tournaments.

Your Pack's rules are totally up to your Pack Committee to decide. We
pretty much follow the standard design rules included with the kits,
although we do not require the use of the standard wheel base. This only
becomes a problem if a car with a non-standard wheel base participates in
the District Derby, where standard wheel bases are required. We don't have a
problem with the non-BSA derby car kitys, because we provide each Cub Scout,
including Tigers, in the Pack with a kit. We did have some of the kits you
mentioned show up for the District Derby races, however many of them were
disqualified for failing to meet the wheel-base and/or length specifications.
