Holding back a Webelo

I would like the group's input on this matter.
We have a failrly new pack abd just got enough kids for a Webelos den a few
months ago. The Webelos den leader's son is mentally slow due to problems
at birth. He does not read hardly at all, but is a very nice young man and
very personable. I wish they all behaved as well as he does. Frankly, if
his dad didn't tell me there was something wrong with him I can't say that
I'd know it.
At any rate, the boy is 11 and in the fifth grade. His dad asked me if he
could hold him back next year for another year of Webelos. He does'nt think
he is mentally able to keep up with older boys. I told him I did not know
but I would try to find out.
He also asked if there was a "slower" program in BSA for scouts like his
son who "do their best" but are not going to be able to keep up with the
others when it comes to doing the things it is necessary to do to earn the
achievement badges. Does anyone know?
