The SPL is elected, and if the boys pick a dud then he either grows into
the role (and that has happened) or the ASPL takes the lead (and that
also has happened). The adult leaders do not pre-screen candidates.

Non-elected positions are appointed by the Senior Patrol Leader in
consultation with the Scoutmaster.
