I have been in Scouts for several years. I have been through the program
and am now a ASM. My opinion is that the election process is the way you
should choose the SPL and other leadership positions. HOWEVER, I feel that
each SM knows his or her own troop and therefore know what is best for
their Troop. If the circumstances are such that an election would not be
best for the troop, I think that the SM in that case would have the right
to do what he or she feels is best. The election process is important to a
boy run troop, but you need to try and do what is best for the whole troop.
In a lot of cases, boys tend to have a popularity election rather than a
