Council Reacts to QU

I was informed by my District Executive that our council (Gamehaven) has
been in contact with the Central Regional Office and advised them last
Friday that a concensus decision of the profressional staff and the Council
Executive, Gamehaven Coucil will not be using requirement 8 (Membership) as
a required achievement for the 1997 Quality Unit Award. The decision was
approved by the regional office.
It is interesting to note that the Quality Form is only two pages. The top
page goes to the council service center. The bottom sheet is the unit copy.
National does not get a copy of the form. Regional advised the council that
signature by the Unit Commissioner and Scoutmaster as having achieved the
requirements is all that is needed to certify the Award. This, along with
the decision by the council not to include requirement 8 means that units in
our council will be treated fairly on what they committed to achieving this
The decision by Gamehaven Council was due to the application of the required
achievement for the 1997 Award. The staff agreed that the implimentation of
the required achievement this late in the current scouting year was unfair
to all units. They agreed that committments made at the beginning of the
year needed to be honored and not change the rules at the end of the game.
The required achievement will be in effect for the 1998 Quality Unit Award
(unless changed by National).
