Quality Unit vs. QUANTITY Unit

I felt like I do at tax time when I get to the bottom line of the tax
form, and I owe money instead of getting a refund.
We met ALL of the requirements (even the optional ones) for Quality
unit - EXCEPT the new GROWTH in members. It was a tough year
for membership - I won't go into details except to say that most of
the usual reasons all cropped up in this last year. Is my unit no
longer a Quality unit? I resent the implication.
In fact, not getting the QU award might even hamper my ability to
attract new Scouts (did you think about that National??). If I were
a Webelos leader, I would want to join a Quality Troop - wouldn't
you? That has been one of my selling points in the past - now I
can't use it.
I think that there are other ways to get at this objective without
requiring an increase in numbers. How about conducting a recruiting
drive, placing a Den Chief, making contact with a new Cub Pack? These
things are activities that COULD result in increased membership.
Anyhow, if National persists in keeping this requirement as-is, then
I propose that they rename it to QUANTITY Unit. 'Nuff said.
