I respectfully submit that Tom Petrick doesn't know what he's talking about
(to use his own words).
The 1997 QU application is completed for any unit that recharters ANY TIME
during 1997. AT THAT TIME if the unit has completed the requirements
for the award, it is awarded the *1997* QU Award. You complete it and earn
the award at *recharter* time ONLY.
If the unit has not met it when they recharter in '97, but has when they
recharter in '98, the unit earns the 1998 QU Award (assuming the
requirements don't change again.
