I think we need to remember that failing to earn the "Quality Unit Award"
for one year does not mean that the Troop (or Pack) is not a quality unit.
Let your unit know the changes in the requirements for Q.U. Award and
explain that if they keep up with the other requirements, even though they
don't anticipate making the membership requirement, it will make it that
much easier for the next year. Also, if they have enough notice, maybe they
can do something to gain membership before recharter time, Membership Night
