There is no time limit for earning any merit badge except the scout's
18th birthday. this is clearly stated in the Adevancement Policies
Booklet and the guide to merit badge counseling. Units that put an
arbitrary time limit on how long a scout has to earn a badge are NOT in
compliance with scout policy.
Of course, if a scout changes counselors, or takes up the badge again
after a year or two hiatus, the new counselor has not only the right but
probably the duty as well to review the earlier material with the scout
to make sure he is up to speed on it. This doesn't mean he has to do it
all over, though! Any scout changing counselors, or leaving a badge for
awhile, would do well to keep all his records as well as completed work
(written stuff, completed projects, etc.) on hand to show his new counselor.
