I belong to other groups (similar to Scouts in that they are voluntary,
non-profit, educational, and public service minded), one of which has a
similar requirement of "greater membership" each year to earn the Merit
This requirement, imposed for perfectly good reasons (i.e., to reward
those which did improve membership and to encourage more enrollment) has had
some not-good effects:
The first is, some of the groups are controlling enrollment, only
accepting one new enrollee per Program Year, plus one for each one who
moves or drops out.
The second is, some are enrolling anyone they can get to sign the form,
regardless of whether these persons intend to participate in the program.
Neither of these has a positive effect on effectiveness or quality.
As someone else posted, often whether a certain Troop gets 6 Weebs has
nothing to do with the Troop's program and everything to do with things
over which the Troop has no control. (I heard of one set of Weebs who
joined Troop B instead of Troop A as expected because it rained every
time they visited Troop A.)
