Learning Disabled Cubs

At our Den Leader's meeting last night, one of the Den Leaders
asked if there were any allowances that could be made in the
earning of badges, etc. for those Cub Scouts that are learning
disabled; specifically regarding those that require memorization
and reading. Apparently she has at least one boy for whom these
requirements will be very difficult. The conversation included
references to the fact that disabilities are accommodated (or at
least somehow recognized) in BSA but noone could specifically
address the Cubs. I told her I would ask this mailing list, so....
What do the regs say? and where? If there are no clear "official"
guidelines, what have you done? Has anyone else encountered similar
situations that could help us as we help this boy?
