Deadbeat Den Leader

Just had to toss this one out to be chewed on-- Man signs up his
boy and volunteers to be a den leader. Wonderful refs, man is a
minister. Hasn't shown up since September. Worse, he has cost the
Pack $50.00 because he signed for some Scout Country Fair tickets.
For a while I heard excuses and he apparently did have a family
tragedy. Now, he doesn't answer his messages and although his son
is still interested, neither has shown up for a single meeting.
I'm going to bring this up at roundtable and may even talk to my
D.E. about it, but I would like to hear from all y'all. Should I
continue with patience and persistence or should I go ahead and
use that signed doucument that says he would return either the
tickets or the money by a certain date and get stern?
IBecause I can't get him to communicate, I can't talk out a
solution, and I don't have a 300 lb. Webelo to intimidate him with.
( its a joke!) I can take legal action, but who wants to open that
can-o-worms? What would you do?
