Quality Unit Requirements

Mr. Dixon's concern about the change in the requirements for the Quality
Unit are very valid. Concern about growth is a continuing issue in the Boy
Scout program as has already been expressed. As I understand the
requirement it is to be applied to the current re-charter year which means
that to apply for the Quality Unit status at the time the unit re-charters
the requirements must have been fulfilled. It certainly would seem that the
rules of the game have been changed as the clock ticked down to zero. How
does National expect a unit to qualify for Quality Unit when a NEW
requirement is added. Remember a unit re-charters based on the _past_
scouting year and not what is going to happen.
There may be two subjects for discussion:
1) National changing the requirements could deny a unit Quality Unit
status for the re-charter year. If this change is in effect for the current
re-charter year it would mean that the requirement is based on what is in
the past not the furture.
2) How do units effectively _cold call_ on young men 12-14 years of age
to join the scouting program? I suggest _cold call_ because growth does not
mean simply Webelos crossing over to Boy Scouts.
This has the possibility for being an interesting discussion.
