The rank of Eagle Scout will not be awared posthumously unless ALL the
requirements were completed before the Scout's death. End of story.
They can press all they want, but my advice would be to drop it and honor
the memories of those young mem in different ways (like has already been
done). The rank will not be awarded, because the requirements were not met.
