Quality Unit reqs

Our unit got the new requirements for QU with our rechartering packet,
and were surprised to find out that we will now be required to recharter
with more boys than before in order to qualify for the QU award. Does
anyone know who's lousy idea it is to make that one of the required
points? Our troop may very well meet all of the other points, but miss
QU because we happen to be down a few boys this year.
It seems to me that this is a poor discriminator to use for which units
are QUs. Natural fluctuations in available population, and fluctuations
due to Webelos joining different units different years, make that a
number likely to fluctuate. There isn't even any consideration built in
for large troops which can't grow any more (which isn't us, although
part of the reason for our drop was a lack of meeting space when the
Webelos were visiting us; that has now changed). It seems to me that
endless growth is actually undesirable as well as impossible.
Is there someone at National I can call to complain about this to? Is
there any chance that they will repent so that our boys aren't deprived
of the QU award?
