My biggest suggestion is to find a way to make it fun. If it is fun,
they will be motivated to do it (whatever it happens to be). Especially
through 1st Class, the requirements should mostly be met during regular
troop activities like campouts, etc., since these activities should be
part of your program anyhow.
Another way to inspire advancement is to have certain activities which
are only available to those of higher rank. Then the boys see a
concrete reason to advance.
Finally, remember that the goal is to teach them the skills and
principles of scouting; they can still benefit from the program even if
they are not advancing.
