They can and they do. At our spring camporee we had two troops visit from
two other districts, with one Scoutmaster. He happens to be the Scouttmaster
at my church, and is also the Scoutmaster for a troop at the school where he
works. Fortunately these are both small troops, and the boys seemed to get
along well with each other.
I also know a retired gentleman who is the Cubmaster of a pack in our
district, and also Cubmaster of another pack in the district adjacent to ours
where he lives.
Whether this is a good idea or not depends on the individuals circumstances.
