It really is simple. Don't sign those folks up as ASMs. MC
(Member of the Committee) is a valid and important position.
Optimally a troop only needs 1 ASM per patrol and that may be
overkill at the high end. The committee can have as many folks
as are interested. The more folks on the committee the less
any one of them has to do and the easier it will be to
constitute a BOR.
In case the terminology in the Advancement Guidelines confused
you, the unit leader for a troop is the SM, the assistant unit
leaders are ASMs. Why couldn't they just say that? well, for one
thing, boys who complete First Class prior to entering Exploring
(assuming a single enrollment) may continue to work toward Eagle
thus the Post adult leadership would be involed in the BORs.
