Here are the two AOL requirements under discussion:
4. With your Webelos den, visit at least one Boy Scout troop

5. Participate in a Webelos overnight campout or day hike.
My interpretation is that in order for the boys to earn
the Arrow of Light, the Webelos Den must join in some
outdoor event with a Scout Troop; it need not be an
overnight camp-out but it could be. (Other possibilities
include a day hike, service project, skating party,
orienteering.) The den must also go on an overnight camp-out
either as a den, with the pack, or with a troop.
