This is correct, but I have seen nothing in the rules to prevent them from

Technically, the SM and ASMs are not members of the troop committee and do
not have a vote at committee meetings. In practice, the units I have been
with have let them vote at committee meetings.

The SM should definitely attend committee meetings, but the ASMs should
