Been off the net for a few days, sorry for the delay. To my
knowledge, there is no official policy for primary registration.
Some councils may express a council policy. For practical
purposes, the only difference is what literature you receive in
Scouting Magazine. I recommend:
If you are a commissioner, make that primary, you get all program
If you are a unit leader or den leader, not a commissioner, make
that primary, so you get your program's program helps.
If you are both CM and SM, either make a choice, or pay twice.
Otherwise, it should not matter. One caveat, check how your
Scout office does its' mailings.
Learned all this when I was a commissioner. Don't think it has

After seeing the Positon Codes that were listed the other day, a
question was brought up to me for posting.
For those of us (i.e., most of us) who serve in multiple
capacities and wear multiple hats, is there any official policy
for primary registration?
