YES!! Finally, access to a PC and to the list again (at least for two days;
on that later on!)
Cathy Porter asked about those Quality Council and District emblems.
As someone who's trying to find a Quality Council patches from 1991 and
92 and Quality District patches from 1994-95, here's what National has to
say about them. The information comes from the Program Support Division and
can be found also in the March, 1995 Council Update package that your local
The Quality District and Council emblems are for wear by DISTRICT VOLUNTEERS
AND PROFESSIONALS not in a unit. If your District earned
the Quality District emblem, and later your local Council earns the Quality
Award, you only wear the Quality Council emblem. (the difference between the
two patches is the wording). Likewise, if your Council does NOT earn Quality
Council, and your Districts have, you should wear the Quality District emblem.
YOU CANNOT WEAR A UNIT QUALITY EMBLEM AND A COUNCIL/DISTRICT ONE AT THE SAME
TIME! (this was the reasoning for
the information...it is highlighted in bold print). The BSA's Uniform
allow for ONE Quality emblem to be worn at any time by volunteers or
professionals (I guess they want to stave off the "Honor unit Generals", whereby
the Honor Unit patches were allowed to be worn on the right sleeve....this
some well-deserving Scouters to wear them down the shirt side!)
The Quality Council/District emblems should be worn for the one year immediately
after District or Council's attainment, and then removed (however, that
tells me that nobody's going to beat you up, Cathy, if you decide to wear
yours after the first year!!! I would wear mine...!!)
There's some other stuff in there about how professionals should make sure that
aqedquate numbers of QD/QC patches are obtained and how they can finance
their distribution, which isn't what Cathy was asking. Basically, since it
is a special
patch...the Council should be looking at ways to "project fund" the Quality
Council/District/unit program instead of getting people to purchase their
As someone else wrote, the pin is worn on civilian clothing ONLY while the patch
is worn in position three, right sleeve on the field uniforms. Again, only
Quality patch -- unit, district or Council -- is worn and preference should
to non-unit Scouters whom are District or Council volunteers.
