Robin asked the basic question and Steve Poole added what his den does.
Professor Beaver (Mike Bowman) replied back with where the World
Conservation Award is worn on the uniform according to the BSA's
Robin and Steve, the award was originally intended to be only earned
once as a Cub Scout and later once as a Boy Scout. The award is worn
as a TEMPORARY emblem because the BSA hasn't agreed on wearing
it above the right pocket as it is worn in other countries (we use that place
for interpreter strips and Jamboree patches, whereby other countries don't).
Therefore, it is to be worn centered on the right pocket.
Originally, the World Conservation Award was designed to be like the World
Crest, earned once and permanently worn. However, when questions about
the temporary nature of patches on the right pocket came up, the policy was
modified to allow for multiple earnings but only one to be displayed on the
Steve, while your idea has a lot of merit to it, a much better idea would be for
the Cubs in your Den to wear the second World Conservation Award as a
slide or on a patch vest. Not to say that your idea isn't good, and
obiously it works
in your community if nobody has objected; just that it could set up a Cub Scout
for a potential fall when he becomes a Boy Scout and can only earn and wear
the WCA once on his uniform then.
No, the World Conservation Award is not transferrable from Cub to Scout
because while the patch is similiar, there are different sets of requirements
for the Cub Scout, WEBELOS Cub Scout, and Boy Scout.
If you still feel that you need to recognize more than one occurance of the WCA,
how about finding those stars for the Baden-Powell Patrol Award and use them
to encircle the WCA for additional awards....it looks a little better and
definately putting something rarely used to better usage...also, there's not
for the "pin" to be misplaced or lost!!
Steve, I've faxed a copy of your idea (less your name, unit and local
the BSA's Uniform and Insignia Committee to see if together we can "move them"
to provide some sort of official recognition to provide Cub Scouts (Boy
only earn the WCA once because of the merit badge requirements; they can
"re-earn" the merit badge for the purpose of receiving another WCA, but I don't
see any Scouts doing that in my experience...hey...I can be wrong, you know...)!
I agree with you that there should be something that we can give those Dens and
individuals that have earned this special award more than once....
