National Jamboree questions

Boy, it's been so long since I sent a message to the list the address
isn't even on my mail program's Recently-used address list anymore.
I have a few questions on attending the National Jamboree in 1997.
1. I understand a troop or group of scouts from different troops
going to the Jamboree as visitors needs a national tour permit (500
miles). If they are not a council contingent, they won't be allowed to
stay within 50 miles of the Jamboree. I have been told that national
will not issue a tour permit for a scout group to go to the Jamboree
independently, 50 miles or not. Is this correct?
2. What are the limitations on visiting scouts? I have been told they
would only be allowed access one day only, and I've been told they
could attend every day as visitors. I know they couldn't participate
in Merit Badge sessions, but what other limitations are there on
participation for scout visitors?
3. Is the jamboree experience _really_ worth the expense and hassle,
or would the big money be better spend on other things?
4. With my change of computers and software I have lost the address
