A larger group makes the training more effective. Part of the course is
interaction with others and actually having the opportunity to apply
techniques as you go. I don't believe there are any formal prohibitions
against an in-house course.
In many councils I have seen a council-wide SMF. That's a great option
for really getting some interaction. District courses are often more
convenient but the interaction with other districts is a real plus.
Two councils ago we had a council-wide SMF each spring and district SMF
in the fall. The current council has a different district host SMF each
time, once in fall, once in spring. Another district hosts Cub Leader Basic
the same weekend! Staff usually are heavy with the district hosting but
include a few from other districts!
