In a nutshell:
BSA is *NOT REQUIRED* under the Americans with Disabilities Act to adapt its
advancement programs for youth with disabilities.
BSA and local councils *ARE REQUIRED* under ADA and other federal laws to
make their facilities accessible to people with disabilities if they receive
any federal funding or funded support, or allow public access/use of those
facilities. The *TIMING* of meeting that requirement for existing facilities
is quite another matter, and is generally determined by state and local law
