If only this was a perfect world! I have seen boys who do not advance
and fall by the wayside. If you have a strong program and attend your
councils summer camp and have all new scouts in the "First Year" camp
program; that program is designed to complete most requirements or a
good part for First Class. Then 80-90% of your scouts will be First
Class in the First Year.
Scouting is not like it was in the 50's, 60's, 70's or even the 80's
everything now is on the fast track. We have seen 13 and 14 year old
Eagles in our council. Good or Bad it's not for me to say but rather
for that scouts parents. I think 16 is a good age for Eagle.
