Recruiting Boy Scouts

My question would be "why does your district NEED those scouts"?
This sounds like another of the BSA's numbers games, where a
professional is going to get his next raise or promotion based
on how many new scouts he can generate.
To me, it looks like you've done all the correct things already.
This may just be destined to be a down year. Remember, Scouting
may be a valuable tool for a boy that wants to participate, but
it is not for every boy. Boys coerced into joining a troop,
don't generally add a lot to the program and soon drop out. Be
happy with the 5, and work to retain them. As for free attendance
at an event, my opinion is that you will only get the boy coming who
wants a freeby. But maybe its worth a try.
